The National Council for Teacher Education (NCTE) is an Indian government legal entity established under the National Council for Teacher Education, 1993 (# 73, 1993) in 1995 is to formally oversee standards, procedures and processes in the Indian education system. The Council functions for both the central government and the state government in all matters relating to Teacher Education and its Secretariat is located in the Teacher Education Department and the National Education Research and Training Agency (NCERT). Despite its successful education function, it faces difficulties in ensuring the maintenance of teacher education standards and preventing an increase in the number of under-standard teacher institutions in the country.

History

Prior to 1995, the NCTE had existed since 1973 as a government advisory body (and not as a separate institution) to maintain the development and advancement of "teacher education". NCTE was then just a department of the National Education Research and Training Agency. In accordance with the recognition of NCTE itself, it fails in its objective to ignore and, to some extent, regulate norms and processes in teacher education in India due to lack of formal jurisdiction. To that end, the National Education Policy, 1986 allows the establishment of government authorities with formal power.

Destination

  • To achieve the development of a planned and coordinated teacher education system across the country.

Function

  • conduct surveys and studies relating to all aspects of teacher education and publish appropriate results.
  • In preparation for appropriate plans and programs on teacher education, it makes recommendations for state and central government, universities, the University Grants Committee (UGC), and other recognized institutions.

  • lay the guidelines for the minimum qualification requirement for an individual to become a teacher in a recognized school and institution.
  • it lays down guidelines for the provision of physical facilities and infrastructure, employment patterns, etc. for compliance by a recognized institution.
  • sets the standards in respect of the examination, the main criteria for such acceptance as well as the scheme for the course or training.
  • promote and conduct research and innovation in recognized schools and institutions and then disseminate the results.
  • check the guidelines, norms, and standards set for improvement.
  • identifying recognized institutions and establishing new institutions for teacher education system development programs.
  • necessary steps are needed to prevent the commercialization of teacher education.
  • it also performs other functions entrusted to it by the central government.

Current scope

NCTE forms a highly critical structure of the Indian Government's National Curriculum Framework for Teacher Education 2009, and has been an organization that developed the 2009 draft of the same framework.

In 2007, NCTE had its headquarters in New Delhi apart from regional representation in many other cities. The four official 'NCTE' Regional Committees operate from Jaipur, Bangalore, Bhubaneswar and Bhopal to handle the North, South, East and West respectively. The Council is responsible for recognizing 'teacher training institutions'. It was reported that on January 1, 2007, "7461 teacher training institutes offering 9045 courses have been recognized by NCTE with an approved intake of 7.72 lakh trainee teachers." NCTE resolves and recognizes revisions to Regulation 2014. These include:

  • Establishment of Teacher Education at a Joint institution comprised of multi-disciplinary or multi-teacher education programs.
  • Each program curriculum gives importance to Yoga Education, ICT, Inclusive Education, etc.
  • Open and Distance Learning (ODL) has developed and improved performance due to assurance quality mechanisms built.

Right to Education

Department of Human Resources (HRD), Deptt. Social Education and Literacy has authorized the National Council of Educational Research & amp; Training to establish a curriculum and evaluation procedure for basic education and to develop a national curriculum framework under paragraph a of Sub-Section 6 of Section 7 of its Notice of Sheet
