The Elementary Teachers 'Federation of Ontario ( ETFO ; French: FÃÆ' à © dation des enseignants et des enseignantes de l' à The à © lÃÆ'à © mentaire de l'Ontario (FEÃÆ'â ⬠O) ) is a union representing all public elementary school teachers, occasional teachers and some Named Early Childhood Educators (DECES) in the Canadian province of Ontario. It has 76 local branches in the province, and more than 81,000 members. The Society was founded on July 1, 1998, with the joining of the Association of Women Teachers 'Association in Ontario (FWTAO) and Ontario Public School Teachers' Federation (OPSTF).
81,000 ETFO members join the L'Association des enseignantes et des enseignants Franco-ontariens (representing about 8,000 members), the Ontario Catholic Teachers Association of Ontario (representing about 45,000 members) and Ontario Secondary Teacher Federation (representing about 60,000 members) to form the Teacher Federation Ontario. ETFO is also a member of the Canadian Teachers Federation and International Education.

The governance framework is outlined in a number of different documents including Bylaws, Constitution, Human Rights Declaration, Policy Statement, Position Statement, and Statement of Equity. These documents form the framework for how the ETFO is organized and what is set to be completed for its members.
Provincial President
Sam Hammond
Sam Hammond is serving his fourth term as President of ETFO. He was initially elected in August 2009. Prior to becoming president, Hammond served two years as First Vice President and Vice President from 2004 to 2007. Hammond was first elected as the provincial Executive in August 2003.
Provincial Executive
The ETFO provincial organization includes four fully discharged officers: the President, First Vice President, Vice President of Women and Vice President. These four officers are members of ETFOs (teachers, occasional teachers, DECEs or other educational professionals) who have been released from their teaching duties for their term of office.
In addition to the 4 freed officers, the ETFO provincial governing body included a representative of the Ontario Teacher Federation (OTF Desk Officers), and as many additional officers as needed to form the 14 Executive members. Of the remaining positions, 4 of them are open to women only.
All Provincial Executive Offices are selected by general membership at the ETFO Annual Meeting held every summer in August. All provisions of the last 2 years.

ETFO Residents
Each school board in Ontario has at least one member of the ETFO Local Servant working on the school board. Teachers Residents are present on all school boards, 1 Local (James Bay) has only Local Teachers, 10 boards have DECE (Dedicated Early Childhood Educator) Population, and 2 boards have ESP and one of them 2 (Renfrew County) also has Local PSP.

While all councils now have DECEs as a result of the Full Day TK for children aged 4 - 6 years, not all educators are represented by ETFO.

Advocacy and equality
ETFO is clearly seen as a leader among the teacher federations on equity issues. With 80% of female members, ETFO is very active in its support for women's participation and leadership.
ETFO executives have adopted this definition of justice:
ETFO recognizes that we live in a society characterized by individual and systemic discrimination against certain groups. In this context, ETFO defines fairness as justice achieved through proactive action that results in equality for all.
