In the US Education system, social studies is an integrated study of various fields of social science and humanities, including history, geography, and political science. The term was first coined by American educators around the turn of the 20th century as the catcher of all these subjects, as well as others who are inconsistent with traditional lower education models in the United States, such as philosophy and psychology.

In 1912, the Education Bureau (not to be confused with its successor body, the US Department of Education) was assigned by the then Franklin Knight Lane Interior Secretary to completely restructure the American educational system for the 20th century. In response, the Bureau of Education, together with the National Education Association, created the Commission for the Reorganization of Secondary Education. The Commission comprised 16 committees (17 formed two years later, in 1916), each tasked with the reform of a particular aspect of the American Education system. Notable among these are the Social Studies Committee, which was created to consolidate and standardize unsuitable subjects within the normal school curriculum into a new subject, called "social studies."

Bulletin no. 28

In 1916, work undertaken by the Social Studies Committee culminated in the publication and release of Bulletin No. 28 (also called "The Committee on Social Studies Report, 1916"). The 66-page bulletin published and distributed by the Bureau of Education is believed to be the first paper entirely dedicated to the subject. It is designed to introduce this concept to American educators and serves as a guide for the creation of a national curriculum based on social studies. This Bulletin proposed many ideas that were considered radical at the time, and was considered by many educators as one of the most controversial sources of education in the early twentieth century.

In the years following its release, the bulletin received criticism from educators about its ambiguity, especially in terms of the definition of Social Science itself. Criticism often refers to Section 1 of the report, which vaguely defines Social Studies as "... understood as persons whose subject is directly related to the organization and development of human society, and to humans as members of social groups."
